It's a scheme by the town centre to ensure that maximum about of burger/kebab waste gets dropped in Vyne Road and Chapel Hill
It goes back to what I was saying in another thread - people want to use bins (and toilets) but there are barriers in the way to prevent this and then we wonder why there is so much litter about.
Putting covers on the bins is ridiculous.
I don't see why every lamp post can't come with a bin as standard. It would be a lot of bins to empty but they would not need emptying so often as there would be so many of them and it must be more efficient than picking litter up off the floor.

Della - I admire your optimism but it will take more than just putting bins up. We need a sea change in attitude in certain quarters to rid the UK of the litter blight

I agree about a change in attitudes. There are some who don't think twice about dropping litter and it will be difficult to change that.
However, I do think that there is an easy win - the majority of people who seek to put litter in a bin but will give up if it becomes too much of a challenge to find one. I would guess that over half the litter would end up in bins if there were sufficient bins about.

I remain to be convinced - if you've managed to carry something full while you eat/drink it what's a few more yards. There's loads of litter in Vyne Road and plenty of bins (when they've not been hurled into the school or gardens).
a little bit off topic but what about dogs mess now i always pick up after my dog but with a shortage of bins i have to double bag it and carry it around until i find a bin or get home. not much fun that. then you get the people that pick it up and then leave it on a tree or bush. ok carrying round it the winter warms up your hands for a while but it still smells. so we need more bins on streets and the one's we do have need to be open so people can use them ........hope no's eating while reading this
