That is just one view which may have some validity, however there is another view from here too.

One of the Clues is just so obvious I'm quite staggered it hasn't been got yet.

I take it this was just toooo difficult.

The clues were there:
A proper kats (rumbled) = Eastrop Park.
and:
Is this about a shoe, or something else? = Boathouse.
and:
there is another view from here = across to Basing View.
and:
Time for tea methinks = it is on the cafe.
and:
I wonder if a bell frightened it? = a cycle route passes by.
